The Zamboanga City
Master Development Plan was started 16 August 1997
and the final reports were submitted 25 March
1998. The planning process was highly
participative: an orientation meeting with the
full Study Team was held 16 August 1997 with over
80 orientation technical staff from the city and
national government offices. The visioning
workshop 23-24 October 1997, and the planning
workshop held 5-6 December 1997 drew over 100
representatives from government and private
sector, including NGOs and businessmen of the
City.
The Master Plan
identified almost P20 billion worth of projects
spread over the next 15 years, with the City being
responsible directly for P6.8 billion, the
national government for P4.0 billion and the
private sector for P8.9 billion. The City’s
financial responsibility is not impossible.
Projections for city revenues indicate financial
capacity (see “Capital Investment”, Volume 3).
However, the Code (R.A. 7160), and improve its
revenue collection rate to better performance
levels. And for the private sector come in, the
City’s funds must go to basic infrastructure.
Zamboanga City stands
in a momentous chapter in its history: an ECOZONE
has been legislated to usher the long-awaited
industrialization of this old City. Tourism
beckons in recollection of “exotic Zamboanga” in
the yesteryears. The old airport will be
transferred to give way to an expanded urban core.
In the process, a new urban satellite in nearby
Mercedes could be created where the city hall and
a civic center could also be located. The cargo
functions of the present seaport will be moved to
Sangali to ease urban congestion in the old CBD
and enable a Pedestrianization of the narrow
streets of Old Zamboanga Fort Pilar and the Pettit
Barracks will be restored to its former greenery,
and connected to Plaza Pershing and the Rizal Park
in shaded walks beneath acacia tree and gushing
fountains. Vitali, Curuan in the east, Talisayan,
Ayala, Recodo and Cawit in the west will become
urban centers. The ASEAN BIMP-EAGA promises an
international gateway status to the strategic
entrepot function of Zamboanga.
Truly, we are at the
crossroads of the future. Iot is in this spirit
that U.P. PLANADES feels honored in undertaking
the Zamboanga City Master Development Plan. The
Study Team is proud to be associated with this
project, and we felt, during the Pedestrianization
rites 2-3 March 1998 at the Grand Astoria Hotel
the enthusiasm of all parties for a job well done.

It is with
a sense of fulfillment and pride that I convey
this message to the good people of Zamboanga City
on the adoption of a Master Development Plan after
so many years of painstaking efforts and attempts
to chart the future of the City of Zamboanga.
For the
first time in 61 years as a chartered city,
Zamboanga City has now a framework of development.
We attribute the realization of this Master
Development Plan to the men and women behind the
scene led by the city officialdom and the active
participation of the private sector. Together, we
moved on decisively and laid down the course of
future development as an article of faith. This
blueprint of development prescribes the desired
directions of the city – purposeful and
sufficiently clear to create a progressive climate
for growth. The city can now move with direction
towards an accelerated economic and social
progress.
Whether or
not Zamboanga City will be able to achieve its
goals in the next fifteen years as projected in
the Master Development Plan is both a challenge
and an invitation to the next and succeeding set
oft city officials to make a difference between
vision and reality. The challenge is to modernize.
To paraphrase Dr. Jose P. Rizal, our task is to
build those foundations that will replace the
bamboo supports of our agricultural economy with
bases of concrete and steel on which a modern City
of Zamboanga can rest, and her people living a
fuller and more productive life.
With the
abiding faith in God and confidence in the future,
let us move onward to new and greater heights for
a better Zamboanga

MESSAGE
I am happy
to convey this message to the good people of
Zamboanga City on the completion and adoption of a
master Development Plan.
After so
many years of perseverance and hard work to
predetermine the future of our city, we now have
this framework of development that sets the stage
for the socio-economic development of Zamboanga
City for the next fifteen years. This blueprint of
development clearly outlines the desired
directions of the city, which cover all aspects of
an integrated development program.
While the
Master Development Plan promises a bright future
for the city, its realization largely depends on
how well the implementation can be carried out by
the city officials and the other major players in
the development process. Much as I desire to have
a direct hand in the full implementation of this
15-year development framework, others will have to
assume the responsibility that this blueprint for
progress becomes a living reality for our people.
May the
infinite wisdom of God bind us together in unity;
and with singleness of heart and mind, let us work
together for the good of Zamboanga City.

Onward to development!
With the
birth of the master Development Plan for the City
of Zamboanga, we shall now be able to plot our
destiny as a highly urbanized city with vigor and
enthusiasm.
We should,
however, reorient our people to the complexities
of modern life. It is a tripartite cooperation
among the government, the private sector,
including the religious organizations, and other
agencies that will help chart our future, but a
crying immediate need.
The Master
Development Plan is not just a pill or palliative
measure that wil help chart our future, but a
crying immediate need.
To plan
for the future breeds discipline and manifests
maturity. We become exhilarated by the fact that
we accept the responsibility for our lives; that
every step we take from hereon is crucial to the
development and progress of the city.

Honorable Erico Basilio A. Fabian presented the 2nd
Indorsement of His Honor, the City Mayor, dated
March 23, 1998, forwarding for appropriate action
the faxed message of Norman R. Ramos, Ph.D.,
Executive Director of the U.P. Planades, dated
March 18, 1998, relative to the submission of the
final copies of the Master Development Plan of
Zamboanga City, as endorsed by the City Planning
and Development Coordinator, per his 1st
Indorsement, dated March 19, 1998. In this
connection and considering that this Body has
already approved in principle the final draft of
the Master Development Plan of the city consisting
of eight (8) books, per S.P. Resolution No 323,
dated march 4, 1998, and considering further that
the final copies of the same has already been
submitted to the Sangguniang Panlungsod, he then
moved for the adoption of a resolution
approving/adopting the Master Development Plan of
the City of Zamboanga consisting of the following
volumes as prepared by the U.P. Planades Group, to
wit:

due consideration, on the motion by Honorable Erico Basilio A. Fabian, jointly and severally
seconded by all Members present, it was
RESOLVED. That the Sangguniang Panlungsod of
Zamboanga hereby approves/adopts the Master
Development Plan of the City of Zamboanga
consisting of three (3) volumes, as above listed,
as prepared by the U.P. Planades Group,
transmitting this resolution to His Honor, the
City Mayor, for appropriate action, and furnishing
copies hereof to the City Engineering, the City
Planning and Development Coordinator, the City
Budget Officer, the City Accountant, the City
Treasurer and the City Auditor, all of this city,
for information.

Resolution endorsing the Master Development Plan
Draft as amended and discussed by the members of
the City Development Council with the PLANADES
Consultants on March 02, 1998 at Zamboanga City.
WHEREAS,
seven months after they were
officially awarded to formulate the City master
Development Plan, the U.P. PLANADES have submitted
the final draft of said plan consideration by the
City Development Council;
WHEREAS,
it is on record that U.P. PLANADES,
in the preparation, within seven (7) months have
consulted knowledgeable people on the issues and
concerns embodied in the plan, thru various public
hearings and consultations and closely coordinated
with the Office of the City Planning and
Development Coordinator on all the stages of the
plan preparation of formulation;
WHEREAS,
the draft presented and amended by
the City Development Council in consultation with
the U.P. PLANADES, is found to be satisfactory and
more than sufficiently address the needs and
aspirations of the people, aside from it’s being
formulated by highly qualified technical and
professional planners;
WHEREAS,
there is no such plan as perfect plan, but only
progressive and development plans to suit a City’s
Vision of development, subject to periodical
revisions and/ or enrichment as resources warrant;
THEREFORE,
be it resolved, as it is hereby resolved, that the
City Development Council formally and officially
endorse favorable the master Development Plan
draft as amended and revised in the City
Development council, for adoption by the
Sangguniang Panglungsod and other higher body
concerned;
BE IT FURTHER
RESOLVED,
that
the final copies of the approved Master
Development Plan be furnished all the members of
the City Development Council as guidelines for all
the development efforts of the barangays and all
non-government agencies and organization in the
city.
